MONITORING & EVALUATION COORDINATOR
M&E Coordinator – Côte d’Ivoire

The USAID-funded Justice Sector Support Program in Côte d’Ivoire (ProJustice) project seeks to fill the position of Monitoring & Evaluation (M&E) Coordinator. Under the supervision of the Chief of Party (COP) and Deputy Chief of Party (DCOP), the incumbent will have the following duties and responsibilities (among others):
- In coordination with the COP, DCOP and other technical staff, prepare quarterly Performance Monitoring and Evaluation Plans (PMP) to monitor ProJustice performance on quarterly basis;
- Create and maintain a sustainable PMP monitoring and reporting system to develop realistic and convenient data collection plans, periodically review data, perform data analysis, and report findings in conjunction with program staff when necessary;
- Develop data gathering and record keeping systems to monitor performance indicators with quantifiable data establishing baselines, denoting progress, and measure actual results compared to expected results;
- Collect, analyze, organize and review statistical data and information relating to the project’s activities, indicators, milestones, results, and objectives as established by USAID and the Tt DPK team;
- Monitor Work Plan implementation and track project progress against Work Plan and PMP;
- Assess the various project deliverables and assess the quantitative and qualitative impact of project activities;
- Participate in developing and implementing program strategy, including making the necessary adjustments or refinements to the PMP, Work Plan, or performance indicators;
- Regularly provide analysis of data and feedback on results that strategically inform the COP/DCOP’s decisions on project performance and future direction;
- Conduct trainings on developed approaches for project and counterpart staff, as needed and required by the COP/DCOP;
- Assist and train project staff in Abidjan and in the project’s pilot courts on data collection, performance monitoring, and reporting;
- Produce reporting tools and templates and provides guidance on their use to the technical components;
- Conduct consultations with the technical components, oversee and ensure that data is correctly collected and clearly presented for internal analysis and for communication to project partners and USAID;
- Supervise the preparation of the project’s technical review and Data Quality Assessment and provide USAID auditors with the required data and supporting documentation;
- Coordinate with program staff and draft replies to USAID requests for information, statistics, data, monitoring and evaluation reports, etc.;
- Manages the repository of M&E tools, guidelines and reference documents;
- Ensure compliance at all levels with relevant USAID’s performance and results requirements;
- Attend workshops, meetings, and serve on committees as requested by the COP/DCOP;
- Attend regular internal meetings with ProJustice program section, to provide information and background documentation on ongoing and future program implementation;
- Conduct research on a variety of topics and best practices;
- Other duties as assigned by the COP or his/her designee.
Qualifications
- Degree Required: Master’s degree, preferably in statistics or other relevant topics related to M&E.
- Years of Experience / Experience Required:
- At least 5 years of progressive work experience in the development sector, with at least 3 years of specialized M&E experience;
- Knowledge of relevant M&E theories, methodologies, and tools;
- Management experience.
- Language Skills: Fluency in spoken and written English and French.
- Computer Skills: Proficiency in Word, Excel, PowerPoint, and statistical software (e.g. Epi Info).
- Other Skills:
- Ability to effectively communicate with stakeholders from different levels and backgrounds;
- Ability to independently write high-quality project reports for a variety of target groups and audiences.
