FINANCE MANAGER 


Finance Manager – Côte d’Ivoire

JOB CODE: CDI-05.01 

The USAID-funded Justice Sector Support Program in Côte d’Ivoire (ProJustice) project seeks to fill the position of Finance Manager. Under the direct supervision of the Director of Operations, the incumbent will have the following duties and responsibilities (among others):

  • Organize and maintain comprehensive files with all relevant documentation related to finance, and ensure compliance at all levels of implementation with relevant USAID rules and regulations;
  • Supervise the Finance Staff in the ProJustice main office, and assist as needed in the completion of their tasks;
  • Ensure that the financial management of Tt DPK is kept in a fiduciary proper manner, and that all reporting and records are maintained appropriately;
  • Prepare the closing of monthly accounts and preparing financial statements for submission to the Tt DPK Home Office;
  • Prepare monthly QuickBooks data files and expense reports and make sure that these are sent to Tt DPK by the 21st of each month for the previous month;
  • Reconcile and review expense accounts and ensure that proper clearance procedures have been followed;
  • Review various accounting transactions, e.g., payroll, grants, final payments, travel claims, etc., to ensure correctness of disbursements and adherence to relevant staff rules, financial regulations and rules, administrative instructions, and practices;
  • Assist with financial oversight of sub-agreements signed by Tt DPK and ensure that financial requirements established in contracts and agreements are fulfilled;
  • Complete properly the VAT exemption forms and monitor usage and delivery to USAID;
  • Manage payroll processing;
  • Compensate consultants pursuant to contracts and work carried out;
  • Ensure processing of payments to suppliers/subcontractors and vendors for goods and services;
  • Reconcile bank statements for all funds in foreign and local currencies; serve as Approving Officer for disbursements up to an authorized level, and provide guidance and training to colleagues as required;
  • Work closely with, and report to the Director of Operations to ensure smooth operation of all finance matters;
  • Other duties as assigned by the Director of Operations or his/her designee.

Qualifications:
  • Bachelor’s degree in Accounting or equivalent;
  • At least 7 years of experience in accounting, and at least 3 years in financial management;
  • Experience working with USAID contractors highly preferred;
  • Good knowledge of QuickBooks is a must;
  • Fluency in spoken and written English is required;
  • Personnel management skills highly desirable.
