PROGRAM MANAGER
We are looking for a highly qualified Project Manager to oversee our cross border programme implemented in Côte D’Ivoire and Liberia. High preference will be accorded to candidates speaking French.
About the job
The Programme Manager will lead and develop the team, manage the project and budget, and report to Country Director Liberia and Country Director Ivory Coast and liaise with the Regional Director. He/she will participate in setting up DRC’s strategy for the implementation of the programme, be responsible for the monitoring of activities, and for the teams in DRC’s area of implementation. The project Manager will participate and represent DRC in coordination meetings in Monrovia and Abidjan, as requested. The Cross-Border project aims to enhance the social and economic resilience of border communities with a focus on vulnerable groups. Implemented in partnership with other organizations (NRC), the Cross-Border project focuses on Protection, social cohesion, land tenure, livelihoods and agriculture.
Duties and Responsibilities
- Project Implementation and Development
- Coordinating, communicating and managing regular activities with implementing partners on both side of the border.
- Planning, implementation, monitoring and reporting of the Cross Border Programme in the post ebola context as well as in fragile border communities in Côte d’Ivoire and Liberia.
Establish/maintain a regular system of project evaluation and progress monitoring, using both qualitative and quantitative indicators, feeding into programme adjustments and regular reporting as well as advocacy and new programme development.
- Identify protection gaps with a view to generating ideas for future projects with strong beneficiary impact
- Ensure reporting and monitoring of the project
Representation
- Work collaboratively with a range of local governmental and private partners and stakeholders to ensure DRC’s contributions on protection, informal education and livelihood interventions are in line with national priorities.
- Staff Management and Development :Coordinate/manage project teams’ performance in both country, including:
- Provide guidance, management and capacity building of DRC national staff involved in the programme.
- Ensure that the DRC code of conduct and rights based approach are implemented throughout the programme.
- Support the team in the development of functioning and locally appropriate community based systems in rural communities.
About you
To be successful in this role you must have:
- Advanced university degree in law, human rights, social sciences or related field
5 years professional work experience in operational IDP or refugee protection, including at least 3 years at the international level
- Experienced with combining protection work with delivery of humanitarian aid
Proven record of providing trainings and workshops on human rights topics Excellent analytical, strategic and communication skills
- Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders
- Ability to work under pressure, culturally sensitive, and ability to work with minimal supervision
- Fluent in English and French
We offer
- An interesting job in one of the best DRC will offer the successful applicant a 6 months contract, renewable dependent on both funding and performance. You must be available to start work as soon as possible and be willing and able to work in Liberia as well as in Côte D’Ivoire.
